In my despatch No. 55 of February 2nd reporting on the settlement of the West River piracy claim I had the honour to enclose copy of a letter from Admiral Sir A. Moore to His Majesty's Consul-General setting forth the conditions under which he was prepared to withdraw his increased patrol.

I have now received, and have the honour to enclose copy of Mr. Mansfield's reply to Admiral Moore, in which is described a visit paid by His Majesty's Consul-General and Commander Mijendie on the Viceroy at Canton.

From this it will be seen that the Viceroy assented readily to the conditions proposed, and that while recognizing the assistance rendered by the Government of Hongkong in the arrest and extradition of criminals, His Excellency commented on the difficulties
